EXECUTIVE SUMMARY

The North Carolina SAVES Green Community Program, Inc., a North Carolina non-profit corporation (“NC SAVES”), will be conducting this request for proposals from qualified private partners with the requisite expertise and experience (the “Qualified Respondents” or individually the “Respondent”)) to develop and operate a parking facility equipped with fully automated charging stations for electric vehicles and/or electric autonomous vehicles (the “EV Parking Facility” or “Project”).  NC SAVES was awarded a grant appropriated by the North Carolina General Assembly pursuant to Section 24 of the General Assembly of North Carolina Session 2023 House Bill 259 (the “Authorizing Legislation”) to in turn award either a grant or forgivable loan of $28,500,000 net of administrative costs (the “Grant Proceeds”) to the winning respondent (the “Awarded Developer”) for the development and construction of the EV Parking Facility consistent with the requirements of the Authorizing Legislation.

 The Awarded Developer will be required to manage all aspects of the development including master planning, market studies, design, engineering, financing, construction, permitting, and operations of the EV Parking Facility. The Awarded Developer will also be required to submit monthly draws, submit to inspections, and comply with any and all requirements of NC SAVES.

 

SITE REQUIREMENTS

The Project shall meet the criteria specifically detailed in Section 24.2(b) of the Authorizing Legislation as attached to this Notice.  Please note that as specified in the Authorizing Legislation, in order to be eligible to respond, the Respondent must control a site for the location of the Project that is: within a city in North Carolina with a population of 200,000 or greater; within a designated “Opportunity Zone”, and zoned to allow for a multi-story parking garage.

 

Authorizing Legislation, Section 24.2(b):

“The parking facility, which shall be completed not later than December 31, 2026, shall be used for public parking and, for each parking space therein, shall be equipped to charge electric vehicles and/or electric autonomous vehicles.  The parking facility shall be located on a site that meets all of the following criteria:
(1)   Is a designated qualified opportunity zone under sections 1400Z-1 and 1400Z-2 of the Internal Revenue Code, as defined in G.S. 105-228.90(b)(7).
(2)   Is in a city having a population of more than 200,000 according to the population estimates of the United States Census Bureau as of January 1, 2023.
(3)   Is zoned for uses that allow a multistory parking deck.”

 

REGULATOR COMPLIANCE STANDARDS:

By bidding on this parcel all Qualified Respondents affirmatively acknowledge that they understand that the funding enabling this NC SAVES Project comes from a Directed Grant via the appropriation above that will be managed through the Office of State Budget Management in North Carolina. All state grants are subject to corresponding statutes and rules, most notably G.S. 143C-6-23 and 09 NCAC 03M. As a Qualified Respondent, you affirmatively acknowledge that you will only be considered for this RFP if you affirm you will cooperate with any and all reporting requirements placed upon you by NC SAVES in furtherance of the regulatory requirements of this Directed Grant.

In addition, all bids should include in their budget the cost of this regulatory compliance as a specific line item under their General Conditions as no change orders or additional cost invoices will be accepted for additional staff and cost required with complying with the regulatory requirements of NC SAVES for this project.

In addition, all Qualified Respondents will be required to affirmatively acknowledge that any and all proceeds from this project cannot and will not be used for any lobbying or political activities. All funds will need to be accounted for during Project construction and after the Project is completed.
